Software development derives from public participation at many levels. Traditional participation of Alpha and Beta testers and user reports arguably come after the product. But participation can be enhanced by directly involving the public in development. such participation is facilitated by access to software and content whether by licensing or exceptions. This panel will examine these issues, including fair use and fair dealing, and the commercial and social possibilities for harnessing this innovation.
